RESTRUCTURING IN EUROPE: 27 NATIONAL SEMINARS.

Restructuring in Europe and the impact of the global financial and economic crisis.

The European Commission (EC) issued a Communication in March 2005 on “Restructuring and Employment - anticipating and accompanying restructuring in order to develop employment: the role of the European Union” in which the EC formulates an overall and coherent approach with regard to restructuring.

In its report on “Restructuring in Europe” (December 2008), the EC  reviews the actions being taken across the European Union (EU) to anticipate and manage employment changes with a special focus on the effects of the current economic and financial crisis on EU economies.

There is no doubt about the real pain that the crisis – financial and economic – is causing to European households and businesses.

The measures Member States are taking are well targeted to stimulate demand: support for households, business, and employment, directly increasing demand through public investment and the modernisation of infrastructure.

Most Member States have introduced employment and social measures in order to support people and alleviate the human cost of the crisis, focusing  their measures on four broad types of priorities:

  1. measures aiming at maintaining existing jobs
  2. measures to ensure rapid (re-)integration into the labour market
  3. measures to support the most vulnerable
  4. measures to strengthen social protection and invest in social and health infrastructure

And most of these measures are consistent with the longer-term objectives identified in the country–specific recommendations under the Lisbon strategy for growth and jobs – such as building Europe’s knowledge base, boosting energy security and adapting to a low–carbon  economy. Member States are also giving priority to the needs of SMEs due to their huge contribution to overall employment in the EU.

To support knowledge sharing on Restructuring, the European Commission recently launched a new initiative for disseminating the lessons learnt on existing and innovative measures being taken in EU member states for anticipating and managing restructuring at the national, regional, and local levels, and across specific economic sectors. This will be done through a project (EC service contract) for the preparation of 27 country background papers on restructuring, which will be discussed at 27 national seminars covering all the countries of the European Union. In 2010, a synthesis report will be produced for the purposes of drawing together the important lessons learnt about anticipating and managing restructuring in Europe. The International Training Centre of the  ILO which is based in Turin, Italy, has been awarded the contract for implementing this initiative.

The initiative is commissioned by the European Commission, DG Employment, Social Affairs and Equal Opportunities, in the framework of the contract called “Restructuring in Europe: 27 national seminars”.
